Core Tasks
- Serve as the primary representative of PCTE/GIZ at the provincial level (Governor’s Office) and district level (Administrator’s Office).
- Advise government institutions on provincial and district level on the development, implementation and monitoring of local adaptation plans at the district level in accordance with development policy adaptation goals and with a focus on gender equality, biodiversity and nature based-solutions.
- Foster collaboration between provincial / district government institutions, civil society, the private sector, and international partners for the development, implementation and monitoring of local adaptation plans
- Foster mainstreaming of climate change adaptation into provincial and district development plans and sectoral policies
- Support national NDC-process on provincial and district level
Main activities
- Advise on the development of local adaptation plans at the district level in accordance with development policy adaptation goals and with a focus on gender equality, biodiversity and naturale based-solutions
- with regard to the above, in particular, support data collection in the field and in academia, data analysis, and elaboration of specific conclusions for local adaptation plans
- Advise on the overall implementation of local adaptation plans at the district level
- With regard to the above, in particular, advise on the implementation of specific adaptation measures using a piloted adaptation fund
- Advise on the overall monitoring of local adaptation plans at the district level and on feeding the data into national monitoring systems
- Closely monitor the adaptation measures implemented using the piloted adaptation fund and report to the project
- Promote knowledge-sharing and practical cooperation between relevant government institutions, civil society, academia, private sector and international partners
- Organise capacity building formats for provincial and district government officials and advise on mainstreaming of climate change adaptation into governmental development plans and policies
- Carry out project activities for national NDC-process on provincial and district level
Requirements
Qualifications and specialist knowledge
- Completed a degree in Environmental science, Climate Change, Geography, Sustainable Development, Political Science, or related field.
- Minimum 1 year Professional Experience in relevant area
- Excellent written and verbal language skills both in Portuguese and English. Excellent communication- and cooperation-skills in an interdisciplinary team and in an environment with different relevant stakeholders
- Strong scientific analytic and redactional skills
- Strong sense of initiative and results-orientation
- Strong organizational skills with the ability to timely manage multiple tasks
- Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with data analysis tools is a plus.
